First, please confirm that the Handwriting feature is installed for the Chinese language. Go to Settings > Time & language > Language & region, select the Options icon next to Chinese (Traditional, Hong Kong SAR), choose Language options, and make sure Handwriting shows as Installed.
Second, the handwriting panel should be opened explicitly. In Windows 11, handwriting input is part of the Touch keyboard. Please enable the Touch keyboard icon from Taskbar settings. Then, click inside a text field, select the keyboard icon from the system tray, choose the gear icon and switch the layout to Handwriting.
As an additional tip, writing one character at a time and keeping the strokes clearly separated can improve recognition accuracy. Testing the setup in apps like OneNote can also help confirm that handwriting input is working correctly.
