This may point to Microsoft Defender Antivirus being placed in passive mode or fully disabled. This typically happens when another antivirus product is installed.
To confirm this run Get-MpComputerStatus Look for AMRunningMode: which should be Normal, if not, this confirms antivirus is inactive.
Check whether a third-party antivirus product is installed from Windows Security > Security at a glance and look under the Virus & Threat Protection section to see which provider is listed. If a third-party product is listed, it is the active antivirus. To restore defender, uninstall, then restart the device. Defender should return to active mode automatically.
