I change the default value to disabled in "edge://flags/#local-network-access-check" and reconnect via restart, it returns to the default value. Is there a workaround?

The features that you are asking about is a flag. They are an experimental feature, so the flags showing there might be temporary and could be removed. Also, in Chromium (Edge's foundation), any flags could be removed after restart.
As I checked, the commands to control it is now obsolete and no longer work. However, you can use the allow list for it. The registry path for it is HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Edge\LocalNetworkAccessAllowedForUrls
