Transfer LLM Quota

This is something many people get confused about when working with Azure OpenAI / Foundry.

In simple terms, LLM quota cannot be directly transferred from one region to another or between subscriptions.

Here is how quota actually works:

Azure OpenAI quota is assigned per subscription, per region, and per model. That means each region has its own separate quota pool. [learn.microsoft.com]

Because of this design, quota in one region is independent of quota in another region. So, there is no built-in option to “move” or “transfer” quota across regions.

What you can do instead:

Option 1: Reuse quota within the same region If you already have deployments in a region, you can adjust or reduce quota from one deployment and assign it to another deployment in the same region. [learn.microsoft.com]

Option 2: Deploy in a different region You can create a new deployment in another region, but it will use that region’s own quota (not the one from your current region).

Option 3: Request quota increase for the target region If you need more capacity in a specific region, the recommended approach is to request a quota increase for that region based on your usage needs. [techcommun...rosoft.com]

Why this behavior exists:

Azure keeps quota separate by region to manage capacity and performance. Each region has its own infrastructure limits, so quota is not shared or transferable across regions.

I may have not been clear, but I did not mean to imply that I was switching regions. All I'm doing is spinning up a Sandbox Tenant with a new subscription in the SAME region - that is all logical I would think - nothing is physically changing. I just want the allocated quota moved to this new subscription. Are you saying that isn't possible?

So, the only route is to submit a new request in the new subscription and wait for it to be approved?

So even if nothing is physically changing and the region stays the same, the quota cannot be moved from one subscription to another.

• Quota does not transfer between subscriptions
• Each subscription has its own separate quota allocation
• Region being the same does not change this behavior

Because of this, your understanding is correct.

Yes, the only supported way is to request quota again in the new subscription.

One small tip that might help:

If your previous quota request was approved successfully, you can mention your existing usage and business need while submitting the new request. That can sometimes help the review process.

Also, if you still have access to the original subscription, you can continue using it temporarily while the new quota is being approved. This can help avoid downtime.
