Is it possible to disable microphone and camera for a Presenter user in a Microsoft Teams meeting?

At this time, Microsoft Teams only provides the option to mute microphones and turn off cameras for participants with the Attendee role. Even if you are the Organizer or Co‑organizer of the meeting, the option to directly mute or turn off the camera for users assigned the Presenter role is not available.

As a workaround, if tighter control is required, you can change the affected user’s role to “Make an attendee”. Once the user is set as an attendee, you will then be able to manage their microphone and camera usage, including restricting or re‑enabling access as needed.

No, a presenter’s microphone and camera cannot be disabled in the same way as attendee audio/video controls, and there is no user-specific policy that selectively blocks a presenter’s mic/camera.

In Teams meetings:

• Presenters (including external users) always retain the ability to “Speak and share video” and “Share content,” regardless of whether presenter-role permissions are limited.
• The LimitPresenterRolePermissions policy (configured via Set-CsTeamsMeetingConfiguration -LimitPresenterRolePermissions $true) only removes certain management capabilities from presenters (for example, changing roles of other participants, disabling attendee mics/cameras, muting others, removing participants, lowering hands). It does not prevent presenters from using their own microphone or camera.

If a participant’s mic/camera must be disabled, that participant must be in the attendee role, not presenter. In that case, the organizer/co-organizer can:

• Turn off Allow mic for attendees and Allow camera for attendees in the meeting options (before or during the meeting), which disables attendee mics/cameras.

Therefore, to prevent a specific external user from using mic/camera, assign them as an attendee instead of a presenter and use the attendee audio/video restrictions. There is no supported way, via policy or otherwise, to keep someone as a presenter while disabling their own mic/camera.
