No option for Rules in New Outlook

I have no option to create rules in New Outlook. I read that you can create rules by: When you right-click on an email, a menu similar to what you’d see in the old Outlook (except a little more modernized) will appear. Go to Rules > Create Rule to make a new Rule in Outlook, or click “Manage Rules” to access the Rules menu and refine any existing Rules that you might already have. You can also find the Rules menu by hitting the Settings button, which looks like a gear in the upper right-hand corner. None of that is available to me in New Outlook. I also read that if you click settings>mail> that you can get to rules that way. Again, that is not there on new Outlook. I have Microsoft Outlook Version 1.2026.421.500 / Client Version 20260424005.18. Do I need a different version or am I just out of luck to be able to create rules? I “report” junk mail and it says it will block future emails from those addresses but the same junk mail comes from the same email addresses daily.

    Rules are a feature of Microsoft email services (Outlook.com and Exchange Online).
    If you are using a third-party email service, please sort or filter emails using the browser interface provided by that email service.
    You can use rules when using the classic Outlook, not the new Outlook.
