Based on the screenshot, the $430 amount is shown for the “Out Of Warranty - Same Unit Repair” service option. However, since forum members do not have access to Microsoft’s repair or billing system, I cannot confirm from here whether any adjustment will be made after the device is received.
Please note that out-of-warranty repair pricing can vary depending on the product, country/region, and available service options. Microsoft also states that out-of-warranty pricing is subject to change, and that the device may be repaired or replaced depending on the available out-of-warranty offer for that product and region. One important detail: the official pricing page says out-of-warranty prices include taxes except in Canada, India, and the United States, so if the order is in the United States, tax could be added separately.
Before sending the Surface in, if the device can still turn on, please back up any important files to OneDrive, an external drive, or another computer, as data may not be recoverable during the service process.
