The behavior matches Outlook items or folders that reappear because they are synced from another source rather than being fully deleted locally.
Try these steps in order:
- Check if it’s an RSS-related item or folder
- In Outlook, look in the folder list for an RSS Feeds section.
- If the Vietnamese item is under an RSS folder, it may be coming from the Windows Common Feed List (CFL).
- To stop it from reappearing:
- Go to File > Options > Advanced.
- Under RSS Feeds, clear Synchronize RSS Feeds to the Common Feed List (CFL) in Windows.
- Then delete the RSS folder/item again in Outlook.
- If it’s an RSS Feed that keeps coming back
- If deleting the feed in Outlook makes it reappear, remove it from both Outlook and Windows:
- Turn off CFL sync as above.
- Delete the RSS Feed in Outlook (right‑click the feed folder > Delete).
- Also delete the same feed in Internet Explorer/Windows Feeds if present.
- If it’s a normal folder that keeps reappearing
- This can be caused by the folder still existing on the server (webmail) and being synced back:
- Sign in to the account’s webmail (Outlook.com or provider’s web interface).
- Delete the Vietnamese folder there.
- If it reappears again on the web, delete it once more.
- Before it syncs back into Outlook, delete the same folder in Outlook as well. This “double delete” (web then Outlook) has resolved similar issues where a folder in Deleted Items kept returning.
If the item is an attachment rather than a folder, save or rename it as needed, then delete the message containing it; if Outlook is blocking or treating it specially, adjust or remove it at the source (webmail or sending account) so it is not re‑synced.
