Returns whether an outgoing eSIM transfer is allowed for a specific subscription.

Parameters
- subscriptionId
- Int32
The ID of the subscription to check.
Returns
true if the eSIM transfer is allowed, or if the subscription is not managed
or is a pSIM. Returns false if the subscription is a managed eSIM and the
transfer is disallowed by policy.

Remarks
Returns whether an outgoing eSIM transfer is allowed for a specific subscription.
An eSIM transfer is disallowed if the subscription is a managed subscription and the transfer is disallowed by policy. For non-managed subscriptions or physical SIMs (pSIMs), this method will always return true.
