    Hello Remona Moore,

    Welcome to Microsoft Q&A forum.

Before we proceed further, may I have a photo of the screen to check for you? Additionally, may I know if there are any changes to your computer before this starts?

    I'm waiting for your reply.

To restore access to the locked HP laptop, follow these steps in order.

    1. Enter the BitLocker recovery key
    • On the BitLocker recovery screen, type the full 48‑digit BitLocker Recovery Key. Hyphens are optional.
    • If the key is correct, Windows will start normally.
    • If the on‑device keyboard is not working correctly, continue using the external USB keyboard and type only numbers for the recovery key.
    • If the key is reported as incorrect, verify that the recovery key ID on the screen matches the recovery key ID in the place where the key is stored (for example, in the Microsoft account or with the organization that manages the device).

If the device says the key has changed because of too many attempts, wait for the unlock period to expire and then try again with the correct recovery key.

    1. If still blocked by “Too many PIN entry attempts” This can happen when the TPM lockout counter is not reset.

    Use one of these options:

    • Wait until the unlock period expires, then enter the correct PIN; or
    • At the BitLocker PIN entry screen, press Esc to open other recovery options, then:
      1. Choose the option to enter the BitLocker recovery key and unlock with the 48‑digit key; or
      2. Choose Command Prompt and use manage-bde to unlock or turn off BitLocker:
Unlock the system drive (replace <DriveLetter> and <Password>/<RecoveryKey>):
        manage-bde -unlock <DriveLetter>: -recoverypassword <Password>
        manage-bde -unlock <DriveLetter>: -recoverykey <RecoveryKey>

Turn off BitLocker (decrypt the drive):
        manage-bde -off <DriveLetter>:

After unlocking, Windows should start and allow changing the PIN from BitLocker settings.
    1. If BitLocker recovery key is not accepted or cannot be found
    • Use another device to follow the guidance in Find your BitLocker recovery key to locate the correct key.
    • If the device is managed by work or school, contact the organization’s IT admin to retrieve the recovery key.
    1. If none of the above works
    • Reinstall Windows and reset the TPM chip as a last resort. This will remove data on the encrypted drive if it cannot be unlocked.
    • For OEM devices, contact HP support if the TPM/BitLocker lockout was caused by an OEM configuration issue.

After successful recovery and sign‑in, reset the BitLocker PIN from within Windows to avoid repeated recovery prompts.
